1. WHAT WE DO

GREENPLAN is skilled in developing innovative ways to plan for human needs. Our aim is to balance the needs of communities, both present and future, with those of the natural world. Through research, analysis, education, and design, we help communities develop and implement planning programs. Our staff design and lead public participation efforts. GREENPLAN is led by Ted Fink, a Certified Planner who has been assisting public, private, and nonprofit agencies for more than three decades. Mr. Fink has been a Professor of Land Use Planning at Bard College's Graduate School of Environmental Studies.

Since 1991, GREENPLAN has provided planning advice to 49 municipalities, Dutchess County and the State of New York on a variety of planning projects. See our Contact page for a full list of clients.

What sort of recognition has GREENPLAN received for its work?

  • The Town of Warwick was awarded the New York State Association of Realtor’s first annual “Smart Growth Award” for its planning program, including a Comprehensive Plan, Zoning Law and other planning programs. GREENPLAN has been Town Planner in Warwick since 1991 and has developed the planning and zoning documents for the Town Board.
  • The Warwick Planning Board and GREENPLAN were commended for "Their outstanding achievement and innovative accomplishments toward better planning ideals for the community" by the Orange County Municipal Planning Federation.
  • The American Farmland Trust uses Warwick's Comprehensive Plan, Zoning Law, Transfer of Development Rights and other preservation programs, developed by GREENPLAN, as models for farmland protection.
  • The Pace University Land Use Law Center uses land use controls, developed by GREENPLAN, as models.
  • The Harvard Environmental Law Review used Warwick as an example of an "innovative land use law...[and a] successful approach...to emulate and encourage..."
  • Warwick's planning and zoning documents, developed by GREENPLAN, have been cited as the model of a smart growth strategy in publications of the Glynwood Center, New York State Association of Towns, Institute of Local Self-Reliance New Rules Project, and the Smart Growth Network.
  • New York State's "Smart Growth" website cites the Town of Warwick Zoning Law as an example of a smart growth success story.
  • Warwick's planning strategy was awarded the Upstate Chapter of the American Planning Association's Outstanding Planning Project Honorable Mention in 2002.
  • The Hudson River Valley Greenway's Tech Assist Toolbox cites Warwick's planning and zoning documents as models. These include the Zoning Law and its provisions for Ridgeline and Viewshed Protection, Incentive Zoning, and Design Guidelines, all prepared by GREENPLAN.
  • The New York Planning Federation uses the firm's Habitat Assessment Guidelines as its “Model Ordinance/Resource of the Month.”
  • Scenic Hudson uses GREENPLAN'S Telecommunications Tower law as a model.
